要旨本文	In 2015, China government issued the "Reform Plan for State-Owned Forest Farms," promoting the construction of ecological civilization and facilitating the development of state-owned forest farms. But due to factors such as Funding shortage, some state-owned forest farms have experienced a reduction in personnel, and forestry-related criminal activities continue to occur. This study aims to explore the role played in state-owned forest farms since the implementation of the Forest Chief System (FCS). Through research on literature, government documents, and fieldwork in the state-owned forest farms under the Huanglong Mountain State Forest Management Bureau, the FCS has increased the number of local administrative personnel involved in forest patrols and the development of patrol applications; the top-down supervision of forest patches has strengthened the self-inspection efforts of local governments regarding state-owned forests.
